Called to Order:  7:30 PM under the M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5.  by Philip R. Lindquist, Chairman, in the Conservation Office on the second floor of Town Hall.

Public Hearings
7:45 PM  Request for Determination of Applicability for the repair of a sanitary system that would include tree, stump removal, filling and grading at 165 Forest Trail, Assessor's Map 101, Lot 5D-9 for owner Sharyn Florio represented by Alan Dias, P.O. Box 314, Monponsett, MA.

Craig Nicholson read the Public Hearing Notice and the green cards were checked.  Alan Dias made a proposal for a septic repair that is 58-feet from the Bordering Vegetated Wetland.  In order to install the haybales, Mr. Dias would like to remove 3 or 4 very large, dead trees that are falling into the yard.  Ms. Delaney suggested that the trees be cut at the haybale line and to leave the dead tree matter in the wetland because it is considered wildlife habitat.  Phil Lindquist read the abutters list.  None were present.

8:15 PM  Request for Determination of Applicability to repair a septic system within 100 feet of a Bordering Vegetated Wetland at 1178 Main St., Assessor's Map 43, Lot 51 for Richard & Elizabeth Landis represented by Webby Engineering, 180 County Rd., Plympton, MA  02367.

Craig Nicholson read the Public Hearing Notice and the green cards were checked.   Joseph Webby made a presentation for a septic repair.  The Bordering Vegetated Wetland was delineated by Sharon LePorte.  Ms. Delaney commented that it was a tough site, but recommended approval as it is an improvement.    Phil Lindquist read the abutters list.  None were present.

8:30 PM  Request for Determination of Applicability for a proposal to install a fence at 144 Union Street, Assessor's Map A4, Lot 3 & 26 adjacent to a Bordering Vegetated Wetland for owners Jeff & Janet Hillis.  (New Hearing)

Craig Nicholson read the Public Hearing Notice and the green cards were checked.   Janet Hillis attended the hearing and made a proposal to install a stockade fence that will abut a cranberry bog.  She has two small children and it is for safety reasons.  Also, she wondered if they could put a path through the bog to maintain it.  Ms. Delaney answered no, not if it would impede water flow.

8:45 PM  Request for Determination of Applicability for a septic repair within 100-foot buffer zone at 62/51 Ocean Ave., Assessor's Map 2, Lot 1518 & 8A for Dean Anderson, 62 Ocean Ave., Hanson, MA  02341.  (New Hearing)

Craig Nicholson read the Public Hearing Notice and the green cards were checked.  John Delano of John W. Delano & Associates represented Dean Anderson and made the presentation.  The proposal, in addition to the septic, also called for the demolition of a house and the construction of a single family home in it’s place on lot 1518 as well as jacking up an existing house on lot 8A and replacing the foundation.  The septic had been approved by the Board of Health pending  DEP review and approval.  Mr. Anderson is scheduled to meet with the Zoning Board of Appeals to ask for setback variances because of the proximity of the septic to the new foundation.     Ms. Delaney recommends a positive Determination of Applicability and that Mr. Anderson file

separate Notices of Intent for each lot with an accurate plan showing the wetland delineation and  possibly a restoration plan for the disturbed areas in the Orders of Conditions.  She presented recent photos depicting fill, oil tanks, engines, drums, etc. all within the wetland.  She also suggested that we send a memo to the Zoning Board regarding our decision.   Phil Lindquist read the abutters list for comments.  Those present were:

Audrey & Allen Hayward, 60 Ocean Avenue:     Mrs. Hayward commented that Mr. Anderson has been in violation for years.  There are car parts, engine blocks, tires, etc. in the swamp.  He has no permits.  The road is a mess.  The proposed dwelling is too big for the lot.
John Skarbinski, 48 Ocean Avenue:  Mr. Skarbinski commented that the area that Mr. Anderson owns has historically been a dumping ground and a trash pit.  He wants to make sure that whatever Mr. Anderson does, he is not impacted and having said that, any  change would be a drastic improvement.
Linda Hauge, 45 Ocean Avenue:  Ms. Hauge commented that Mr. Anderson does not have any variances to do anything.  She is concerned with tree stumps all over, digging, and an oil tank is dripping.  She wasn’t allowed to put a deck on her house.  

Mr. Grattan addressed the abutters and said that Mr. Anderson is going through a step-by-step process.  He would have to file an NOI and get DEP approval.  If he can afford this, it will be a huge expense, but it will improve property values down there.  Mrs. Hayward asked if the Orders of Conditions will specify that he get all the junk out of the wetlands.  Mr. Lindquist said that if the Notice of Intent is filed, it will be decided at that time.  At this time, only the Request for Determination of Applicability is being addressed.  Ms. Delaney reiterated that Mr. Anderson needs to have the wetland flagged by a botanist and all Boards need to be working with an accurate plan.

Craig Nicholson read the Public Hearing Notice and the green cards were checked.  Al Hanscom of Beta Group made the presentation.  Rollercoaster Road is currently a narrow, hazardous road.  It is all gravel.  They would like to eliminate a portion of Old Cross Street and widen Rollercoaster Road with a concrete sidewalk on one side.   They are proposing an island at Crescent Street.  Ms. Delaney commented that the project is definitely an improvement.   She suggested that we send a letter to the abutters about landscaping debris in the wetlands.  Phil Lindquist read the abutters list.  Those present were:

Dana & Laura Willis, 388 Maquan Street:   Mrs. Willis commented that she thought that the proposed island at Crescent Street would be beneficial for Route 14, but not for people coming out of Crescent.

Mr. Hanscom thought it a valid point and he will talk to the highway supervisor about it.

9:15 PM   Continued Request for Determination of Applicability for the proposed installation of a Title V septic system in the buffer zone of a Bordering Vegetated Wetland at 662 West Washington St., Assessor's Map 75, Lot 18-C for John & Charlene Lydon represented by Vautrinot Land Surveying, Inc., 108 County Rd., Plympton, MA  02367.      

Mr. Vautrinot attended and presented all the abutter notification green cards which had been missing at the previous hearing.  No abutters were present.

It was decided that a letter be sent to all the homeowners and the developer of Joshua Lane to invite them to the next meeting to discuss some activity that Ms. Delaney believes to be a problem with a couple of the conditions in the Orders of Conditions.


Old Business/New Business  

Memo / Board of Selectman regarding sale of Chapter 61A land on Main St. –  agent will inspect
Update from agent on Whitman/Hanson Regional School Project -  Ms. Delaney and Sharon LePorte went out last week.  Ernie Sandlan was getting ready to  loam and seed the crossing.  They had already started without notifying the Commission.  Ms. Delaney asked that they remove some sand and replace it with loam.  She had approved alteration plantings under the supervision of Sharon LePorte.  
Update from agent on One Ocean Avenue – Ms. Delaney suggests we send a letter to the homeowner telling him he’s blocking access to a public way and let him prove otherwise.
